General Description

Manages the full life cycle of subcontracts by performing duties associated with sourcing materials, equipment, and services that support organizational efforts. 


  • Works with Proposals and Pricing to research and identify subcontractor sources based on the company's needs, prepare RFP packages, analyze and evaluate vendor proposals, and negotiate vendor pricing.
  • Negotiates subcontract provisions, writes contractual documents, and administers resulting subcontracts.
  • Negotiates and executes NDAs, TAs, and other agreement documents.
  • Provides direct subcontract support, review of contractual documents to ensure protection of company's contractual/risk posture, satisfaction of contractual requirements and adherence to company policies.
  • Oversees contract performance by monitoring budget, compliance documents, schedules, deliverables, and recommends actions to ensure mutually satisfactory performance.
  • Handles subcontractor modifications and resolves disputes. Oversees subcontractor invoices and payments.
  • Advise management of contractual rights and obligations and, as needed, provide interpretation of terms and conditions.
  • Identifies and implements improvement opportunities within own role and responsibilities as well as company policies.
  • Ensures compliance with company policies, legal requirements, and customer specifications.
  • Performs work under general supervision.
  • Handles issues and problems and refers more complex issues to manager.
  • Possesses working knowledge of subject matter.
  • May provide leadership, coaching, and/or mentoring to lower level employees
  • All other duties as assigned.

Education/Experience Requirements

  • Bachelor's degree in Business, Contract Management or other related degree preferred.
  • 4-6 years of experience in federal government/military contracting experience
  • Deltek Costpoint experience required
  • Demonstrable attention to detail and accuracy.
  • Ability to manage high volume workload, produce quality work, and meet deadlines with minimal direction and supervision.
  • Basic understanding of subcontracting terminology, measures, concepts, principles and strategies
  • Research skills.
  • Persuasive and clear communication skills.
  • Sound Judgement.
  • Excellent Organizational skills.
  • Problem-solving skills.
  • Advanced computer skills; proficient in Microsoft Office and SharePoint.
  • Advanced understanding of Government Regulations.
